VOICES AND MEANINGS OF RURAL EDUCATION: A PERSPECTIVE FROM THE TERRITORY AND THE COLOMBIAN LEGAL FRAMEWORK

Rural education in Colombia, analyzed from an interpretive perspective and centered on the voices and experiences of teachers working in the Serranía de los Yariguíes, is necessary to understand the extent to which the current political and regulatory framework responds to the needs of the territory. Drawing on a qualitative survey applied to rural teachers and a rigorous analysis of the Colombian legal framework, the study explores the tensions and contradictions between national educational policies and the concrete realities of rural territories. The exercise reveals the gap between official discourses—which proclaim principles of inclusion and equity—and the structural conditions that perpetuate historical inequalities in infrastructure, curriculum, and recognition of local knowledge. The study is grounded in a critical review of Decree 133 of 2023 (Rural Education Law), Law 115 of 1994, CONPES 4080 of 2022, and Circular 091 of 2025, documents that shape the regulatory framework of rural education. The findings show that, despite legal advances, significant structural gaps persist in infrastructure, curricular relevance, and working conditions, which limit the quality of education in rural areas.
Rural education in Colombia must be understood as a field of epistemic and political tension, in which teaching vocation and territorial belonging are configured as an axis of emancipation. This perspective transcends the instrumental logic of schooling and positions the rural school as a space for the production of situated knowledge, cultural resistance, and community praxis oriented toward social justice. The articulation of historical memory, territorial sustainability, and collective identity is not an optional complement, but rather the very condition that reconfigures the power relations structuring the educational system and projects a model of development anchored in rurality as a center rather than a periphery.
